Safer benefits for all road users

In response to the Governments consultation on the speed limits of passenger carrying vehicles such as coaches and minibuses and also heavy goods vehicles, the Freight Transport Association appear to have a slight difference of opinion.

By reducing the motorway speed of HGV’s between 3.5 and 7.5 tonnes down from 70mph to 60mph the Department of Transport is looking to create a level commercial playing field between the owners of older HGVS without speed limiters and those newer HGV’s that are restricted to 56mph. Alongside this the DFT see the benefits of reducing the speed limits helping to reduce transport costs and reduce emissions.

Having close relationships with many HGV insurance companies Staveley Head are only too aware of the cost of insuring HGVs and agree that by reducing the speed limit of heavy goods vehicles can only help reduce accidents, therefore reducing the cost of insurance.

The Freight Transport Association agrees with the Department of Transport that there may well be benefits from lower speeds however there could also be additional costs. Taking into account courier services, deliveries may need to be rescheduled due to journey time being longer and fleets may have to look at expanding to cover additional journeys.

With the only increase in speed limitation being a proposed limit of 65mph on passenger carrying vehicles such as buses and coaches more than 12 meters long. Malcolm Bingham, FTA’s Head of Road Network Management Policy commented:

“These plans should make it easier for police to enforce the law and, crucially, by reducing the speed limit for smaller trucks from 70mph to 60mph it will remove some of the incentive for operators to run unrestricted lorries which are older and, by virtue of that fact, could be less safe and more polluting.

“However, despite this being a step in the right direction, it is odd that the proposed 65mph limit for passenger carrying vehicles is not being extended to HGVs – if anything the safety implications here would surely be greater.”
